- understanding of international laws and treaties as they apply to
- equipment designed to be attached to the public-switched telephone
- network.

- In the first place, the North American Precise Tone Plan, used in the
- United States and Canada, specifies the exact frequencies and levels of
- certain "supervisory tones" such as dial tone, busy tone, ringback tone
- and so forth. Modems built and certified for use in the United States
- and Canada are designed to work with only with those specific tones.

- Telephone supervisory tones used in Singapore ARE DIFFERENT THAN those
- used in the United States, which is one reason your US Domestic modem
- doesn't work there.

- In the United States there is no regulation as to how many times a modem
- may redial a "busy" number. By contrast, there are strict laws in
- Singapore specifically regulating autodialler behavior. US Domestic
- modems are not certified for use in Singapore and any attempt to use US
- Domestic licensed modems in Singapore is likely in violation of
- Singapore Law.
